Statement by Secretary of State Debra Bowen on CD 36 Special Election Results

Secretary of State Debra Bowen issued the following statement today regarding the updated election results in the May 17, Special Election to replace Jane Harman.

"I’m very humbled by each and every vote that was cast for me in this election, and by the grassroots support I received.

"I’m truly inspired by the 1,100 volunteers and 80 interns — some of whom never worked on a political campaign before and worked tirelessly to make hundreds of thousands of phone calls and knock on thousands of doors. The democratic process is stronger because of their involvement, and I'm certain they will continue to make a difference.

"Since Tuesday’s election, my staff, legal advisors and election experts participated in the ballot review process to ensure a full and fair vote count was conducted. It is clear now that I will not be in the runoff and I congratulate Janice Hahn and Craig Huey.

"I also want to commend the excellent job by Los Angeles County Registrar of Voters Dean Logan and the entire team at the Registrar's office in handling the final count so quickly, and for conducting this election so professionally, as is their standard.

"Voters in Congressional District 36 have a very important decision to make on July 12, and I encourage citizens to have their voices heard by voting in the runoff.

"As Secretary of State, I have always implemented a strict policy of not endorsing candidates to avoid even a perception of conflict, and I will continue that policy."

CLCV Rejects Attack on Debra Bowen's Environmental Commitment

Statement of Warner Chabot, CEO, CA League of Conservation Voters

May 13, 2011

The CA League of Conservation Voters (CLCV), rejects the latest round of the misleading campaign mail that questions Debra Bowen’s integrity, her commitment to the environment and the public interest. These attacks are unfair and unwarranted. Bowen has fought for the public interest, the public’s full involvement in our democracy, and the environment her entire career. She’s never given in to special interests of any kind, and has always stood up to big polluters like the oil industry.

That’s why Debra Bowen is the only candidate to receive the endorsement of both the Sierra Club and CLCV.

Bowen earned a 96% lifetime score from CLCV on environmental issues while serving in the state legislature. Of all the candidates, Bowen brings the greatest depth of experience and achievement on a wider range of environmental issues. She fought for laws to oppose offshore drilling, fight climate change, promote alternative energy and to clean up the Ports of L.A. and Long Beach. With now-Secretary of Labor Hilda Solis, she passed a landmark environmental justice bill to protect poor communities from becoming environmental dumping grounds.

We believe Debra Bowen’s experience and integrity will make her a highly respected and effective environmental champion and leader in Congress.

Democratic, Grassroots and Community Leaders Praise Debra Bowen's Record & Leadership

More grassroots leaders have thrown their support behind Debra Bowen than any other candidate in the May 17 Special Election to replace Jane Harman in CD 36. Prominent leaders on issues ranging from healthcare, environment, education, public safety and civil rights have endorsed Debra. They cite her courage to stand up to special interests, her innovative forward-thinking leadership and her record of working across party lines to pass legislation that strengthens communities and the nation.

Below is what leaders are saying about Debra Bowen's leadership:

Deborah Burger, Co-President of the California Nurses Association and National Nurses United
"Debra is a leader for high quality health care that is accessible for all. Patients can count on Debra Bowen to put the health care needs of our community ahead of the profit motives of the insurance industry."

Chuong Vo, Torrance Police Officers Association Board of Directors Member
"Debra has stood shoulder-to-shoulder with law enforcement and today we stand with her. When it comes to public safety, Debra is best prepared to fight for what we need to protect the public."

Governor Howard Dean, Former Democratic National Committee Chairman
"I'm proud to endorse Debra Bowen — an intelligent, humble, and passionate public servant who has the courage to stand up to the special interests and has the record to back it up. We simply cannot afford to let the opportunity to send a progressive leader like Debra to Washington pass us by."

Warner Chabot, Chief Executive Officer, California League of Conservation Voters
"Bowen will be a needed breath of fresh air in Washington, at a time when Congress is not only lacking environmental leadership but when the majority has become downright hostile towards any attempt to protect open spaces, improve public health, and protect clean air and water."

Ron Cottinham, President of Peace Officers Research Association of California
"After careful review of the candidates, we determined that Debra Bowen is the best candidate to represent the 36th Congressional District on public safety issues. We appreciate her concerted efforts to seek input on public safety and law enforcement issues and strongly endorse Debra Bowen for Congress."

Al Sattler, Political Chair for the Palos Verdes-South Bay Regional Group of the Sierra Club
"Without a doubt, Debra Bowen stands out on environmental protection issues more than any other candidate in this election. With Debra, we know we will have a strong advocate for the environment in Congress who will not back down from oil and gas special interests and will stand up for our clean air and water."

Lori Geittmann, Beach Cities Democratic Club President
"Beach Cities Democratic Club is proud to endorse Debra Bowen for Congress because of her record as a leader in protecting our beaches and our environment. Last month both Secretary of State Bowen and Los Angeles City Councilwoman Janice Hahn met with Club members and after looking at their records, Club members enthusiastically voted to back grassroots candidate Debra Bowen to represent the district in Congress."

Equality California Interim Executive Director Jim Carroll
"Equality California PAC only endorses candidates who support full equality for the entire lesbian, gay, bisexual and transgender community, and Debra Bowen has a long track record of standing with our community when we've needed her most. We are confident that she will remain a vocal champion for equality in Congress and a committed leader that all Californians can count on."

Patty Bellasalma, President of the California National Organization for Women (NOW)
"Debra's impressive record of supporting equality for women in the workplace, education and healthcare makes her the best candidate running to represent the families of the 36th Congressional District."

Jim Dean, Chair of Democracy for America
"Debra has been an outstanding Secretary of State and she'll make an outstanding Congresswoman for California's 36th District."

Dr. Ray Gen, El Segundo Teachers Association member
"As our representative in Sacramento, she helped pass legislation that helped reduce class sizes, upgrade and modernized schools, and that created jobs. No one is better prepared than Debra Bowen to represent us in Congress."

Jonathan Bash, Bruin Democrats President
"Debra Bowen is the real deal and she's the only candidate with a record of improving access and affordability to higher education, protecting the environment, creating green jobs for the future, and making government more transparent. When it comes to courage and integrity, Debra Bowen's political courage and personal integrity are unmatched and we strongly endorse her candidacy."

Recently the Bowen Campaign presented a video of supporters that express "Why I Support Debra." The video is available at http://bit.ly/kqOFYX

Environmental Leaders Urge Janice Hahn to Stop Smear Campaign Against Debra Bowen

Environmental leaders issued a letter to Congressional Candidate Janice Hahn today urging her to stop her negative and misleading smear campaign against her fellow Democrat Debra Bowen.

With just days before the May 17 Special Election, the Janice Hahn Campaign has resorted to smearing Secretary of State Bowen in a campaign mailer sent to CD 36 voters questioning her commitment to the environment, healthcare and the Democratic Party.

The environmental leaders want Hahn to stop her "deceptive and hypocritical campaign tactics".

The letter to Hahn is below:

May 13, 2011

Los Angeles City Councilmember Janice Hahn
Los Angeles City Hall
200 North Spring St.
Los Angeles, CA 90012

Dear Councilmember Hahn:

We are truly disappointed by your deceptive and hypocritical campaign tactics and ask that you stop your misleading and untruthful attacks on Secretary of State Debra Bowen in the Special Election for the 36th Congressional seat.

The fact of the matter is that Debra is the only candidate endorsed by the Sierra Club and the California League of Conservation Voters, and they do so based on her consistently strong leadership in protecting our environment and standing up to the special interests, including oil companies.

It is astonishing that you would attack Debra for accepting oil company contributions when over the years you have accepted, and continue to accept, tens of thousands of dollars from oil company CEO's, CFO's, Presidents, and other officers for your Congressional campaign.

It seems particularly hypocritical when, in your attack mailer, the oil-related contributors you cite includes some of the same donors from whom you have accepted thousands of dollars for your Congressional campaign.

We recall that you introduced Measure O establishing an oil extraction tax; after that, you received $24,000 from oil and gas companies, including Chevron, Occidental Petroleum, Conoco Phillips, Tesoro and Warren E & P. Was that the reason you ultimately changed your mind and voted against placing the measure on the ballot? Perhaps because, as the Los Angeles Times has reported, about half of your money comes from "lobbyists, developers, and others doing business with the city", the person that “we can’t trust” to do the right thing, isn't Debra Bowen, but Janice Hahn?

We urge you to stop your deception immediately as a matter of principle.

Signed,

Betsy Butler, Assemblymember (D-Marina del Rey)
Martin Byhower, Past-President Palos Verdes/South Bay Audubon Society
Fran Diamond, California League of Conservation Voters Board Member*
Ruth Galanter, former LA City Councilmember
Sheila Kuehl, State Senator (Ret.)
Dency Nelson, Co-founder of PlugInAmerica.org
Fran Pavley, State Senator (D-23)

*For Identification purposes only

Sierra Club Response to Hahn Attack on Bowen's Record

May 13, 2011

Los Angeles City Councilmember Janice Hahn
Janice Hahn for Congress campaign (by email to Dave Jacobson, campaign manager)

We are very disappointed to see mailers your campaign sent out attacking Secretary of State Debra Bowen in the Special Election for the 36th Congressional seat, in which you accuse her of not being trustworthy in opposing oil companies.

As you know, the Sierra Club has endorsed Debra Bowen for this election, based on her record and positions on environmental issues. Many of her votes, and bills she has authored, have been in opposition to the positions of big oil companies.

The Sierra Club has endorsed Debra Bowen every time she has run for public office since 1992. In her time in the California Assembly and Senate, she was widely recognized as a leader on environmental issues. She was Chair of the Assembly Natural Resources Committee for two years. As Chair of the Senate Energy, Utilities & Communications Committee, she worked to enact renewable energy laws. From 2003 to 2005, the Sierra Club California Legislative Report Cards show her voting for the environment 24 out of 25 votes.

According to the California League of Conservation Voters (CLCV), she achieved a career voting record of 96% on key environmental votes in the California Assembly and Senate from 1992 to 2006.

Quickly reviewing campaign contribution records, it is apparent that you have also received significant campaign contributions from oil companies and oil company executives, and in at least some cases from the same companies which you are highlighting as having contributed to Debra Bowen’s campaign in the past. This record demonstrates the hypocrisy of your attack mailer.

In our endorsement of Debra Bowen, we avoided saying anything negative about you and your record. We respect you for your leadership in reducing air pollution related to the Port of Los Angeles, and endorsed you when you ran for re-election to the Los Angeles City Council. We also appreciate your pro-environment positions on a wide variety of issues. However, we endorsed Debra Bowen for this election, for the reasons listed above.

Please stop these attack mailers.

Al Sattler
Political Chair
Palos Verdes-South Bay Regional Group
Sierra Club

California National Organization for Women President Patty Bellasalma Endorses Debra Bowen for Congress

Patty Bellasalma, President of the California National Organization for Women (NOW) today announced her endorsement of Debra Bowen for Congress in the May 17 special election to replace Jane Harman. Ms. Bellasalma states "Debra's impressive record of supporting equality for women in the workplace, education and healthcare makes her the best candidate running to represent the families of 36th Congressional District."

"Patty has been a real champion for women's causes and her endorsement means a great deal to me," said Bowen. "In Congress, I will fight for access to affordable quality health care, defend choice, ensure our environment is protected, make college more affordable, and help create good paying jobs so parents can support their families."

Torrance – Bruin Democrats endorsed Secretary of State Debra Bowen for Congress today. The Democratic club at the University of California at Los Angeles (UCLA) cites Bowen’s progressive record and leadership as reasons for their endorsement.

"Debra Bowen is the real deal and she's the only candidate with a record of improving access and affordability to higher education, protecting the environment, creating green jobs for the future, and making government more transparent,” said Bruin Democrats President, Jonathan Bash. “When it comes to courage and integrity, Debra Bowen's political courage and personal integrity are unmatched and we strongly endorse her candidacy."

The Bruin Democrats is the largest political organization at UCLA. They facilitate discussion on current events, provide avenues for political engagement, and build camaraderie through issue forums, speakers, dinners with politicians, lobbying, voter registration drives, and much more.

"Bruin Democrats are our nation’s future leaders and I’m proud to have their support," said Bowen.
Statement by CA Secretary of State Debra Bowen on the death of al Qaeda leader Osama bin Laden

"I commend the President, U.S. military, and intelligence services for the brave and successful mission of justice they completed yesterday.

"The devastating attacks of 9/11 not only changed our nation, it united Americans against those who seek to destroy our freedom.

"Although Osama bin Laden's death helps many families have some closure, this nation knows that nothing can ever heal the pain of their loss. Today, as ever, we stand in solidarity with all who experienced loss or injury on a day that will never be forgotten in our memory.

"Our nation must remain vigilant against terrorists who aim to cause harm and destruction to our citizens, both in the homeland and abroad.

"As long as there is evil in the world, the United States will be prepared to fight it. My gratitude goes to those who work in defense and aerospace in the 36th Congressional District and across the country — they continue to have a key role in combating terrorism.

"The completion of this mission is a step closer to bringing our men and women home from Afghanistan."

Debra Bowen Outlines Jobs Blueprint

Policies in Renewable Energy, Small Businesses & Higher Education Creates Jobs

Torrance, CA – Democratic Congressional Candidate, California Secretary of State Debra Bowen presented a jobs blueprint to voters today that focuses on policies that create jobs and stimulate the economy. The “Policies for a 21st Century Economy in the 36th Congressional District” includes investing in renewable energy, increasing funding for higher education and vocational training, increasing access to capital for small businesses and ensuring stronger government oversight against financial predators. Bowen conveyed her proposal directly to voters and supporters via email, Facebook, her campaign website and twitter.

Bowen has a long-standing record of environmental protection that has resulted in the creation of thousands of jobs for workers and has spurred new industry and business growth across the Golden State. She will apply that same kind of innovative thinking in Congress.

Because of her impressive record and commitment to the environment and renewable energy solutions, Bowen was the sole candidate endorsed by the top environmental groups -- California League of Conservation Voters and the Sierra Club -- for the May 17, special election.

Said Bowen:

“While there are plenty of news reports about an economic recovery, these are still challenging times. The bottom line is that unemployment remains in double digits, businesses are struggling to stay open, and many families in the 36th Congressional District need help.

“Congress can’t solve the jobs crisis on its own, but it can craft policies that help the economy grow and create incentives for employers to innovate and hire new workers.

“I’m running for Congress because I want to use my experience from the past 19 years to help get California's economy moving again.

“As a forward-thinking leader who has always sought innovative solutions to the problems people face, I strongly believe our top priority needs to be helping people get back to work so that more families can achieve the American Dream.”

Throughout her career in public service, Debra Bowen consistently made job creation a top priority. As California Secretary of State, she implemented modern information technology practices so that businesses could spend more time creating jobs and less time filling out government paperwork.

As a state legislator, Bowen co-authored AB 32, the groundbreaking Global Warming Solutions Act. The legislation will create a cap on greenhouse gas emissions that will spur the creation of thousands of clean-energy jobs.

She was also an author of the Kindergarten-University Public Education Facilities Bond Act of 2002, which made sorely needed infrastructure investments in California’s education system and created hundreds of construction jobs.

Torrance, CA – The Sierra Club today announced it is endorsing Secretary of State Debra Bowen for Congress in the May 17th special election to replace Jane Harman. The national grassroots organization cites Bowen’s conviction and innovative leadership as reasons for their endorsement.

“After careful review and meeting with the candidates, it is without a doubt that Debra Bowen stands out on environmental protection issues more than any other candidate in this election,” said Al Sattler, Political Chair for the Palos Verdes-South Bay Regional Group of the Sierra Club. “With Debra, we know we will have a strong advocate for the environment in Congress who will not back down from oil and gas special interests and will stand up for our clean air and water.”

“The Sierra Club is synonymous with environmental protection and as a member of Congress, I will be a strong advocate for environmental policies that not only protect our natural resources but invest in renewable energy that create the much needed green jobs Americans need today and in the future,” said Bowen.

In 2006, Debra co-authored the groundbreaking Global Warming Solutions Act that phases in a cap on greenhouse gas emissions to reduce them to 1990 levels by 2020. This legislation not only helps protect the environment, but will create thousands of green jobs in California. More than 500,000 people work in the clean technology industry, including 93,000 in manufacturing and 68,000 in construction.

With 1.4 million members and supporters, the Sierra Club is the nation's largest and most influential grassroots environmental organization.

Statement by Democratic Congressional Candidate Debra Bowen on Possible Federal Government Shut Down

Torrance – Today, Democratic Congressional candidate, Secretary of State Debra Bowen issued the following statement regarding the possible Federal Government shut down.

Said Bowen:

“It’s clear that House Republicans have allowed the Tea Party to hijack the legislative process in Washington.

“Earlier this week, GOP Congressman Paul Ryan proposed a radical budget that would slash Medicare funding while giving tax breaks to multi-millionaires and benefiting special interests.

“And now, our Federal Government is on the eve of a shut-down because House Republicans, taking their marching orders from Tea Party activists, are refusing to come to the table and make the compromises necessary for a bipartisan agreement. Even worse, it appears that much of the holdup is due to Republican budget 'riders' that would bar women's health funding to Planned Parenthood and restrict the Environmental Protection Agency's ability to protect our air.

“It is disturbing that a small band of extremists in a single House of Congress are essentially holding our government hostage over programs that are not only vital, but minuscule in terms of their effects on the federal budget deficit.

“Throughout my career, I’ve worked with Democrats and Republicans to pass legislation that helps our state. And as a member of congress, I will work to bring colleagues together from both sides of the aisle to pass common sense legislation that makes America stronger and moves our nation forward -- not toward a shut-down.”

TPOA represents officers from the largest law enforcement agency in the South Bay

Torrance – Today, the Torrance Police Officers Association (TPOA) announced they are endorsing Debra Bowen for Congress after hearing from candidates at a forum they sponsored last week.

“We take our endorsements very seriously and after careful review and hearing directly from the candidates, the Torrance Police Officers Association decided that Debra Bowen is the best candidate to represent the needs of the 36th Congressional District in Washington,” said TPOA Board of Directors member, Chuong Vo. “Debra has stood shoulder-to-shoulder with law enforcement and today we stand with her. When it comes to public safety, Debra is best prepared to fight for what we need to protect the public.”

The Torrance Police Officers' Association is comprised of over 200 active and retired police officers from the Torrance Police Department, the largest law enforcement agency in the South Bay.

“The Torrance Police Officers Association serves the public with professionalism, respect and concern for the community,” said Debra Bowen. “They are doing their part to make our neighborhoods and communities safe and as a member of Congress I will do my part and fight for policies that support police officers and make our cities safer.”

The Torrance Police Officers Association endorsement of Bowen comes on the heels of endorsements from the California Nurses Association / National Nurses United, the California League of Conservation Voters, and several other Torrance leaders including Councilmember Gene Barnett, former Torrance Unified Superintendent William Blischke, former Torrance Mayor Ken Miller and former Councilmember Maureen O’Donnell. Torrance Assemblywoman Betsy Butler was one of Bowen’s first endorsers.

Debra Bowen Statement on Ryan Budget Plan to Abolish Medicare

Republican Budget Favors Special Interests at Expense of America's Seniors

Torrance -- Democratic Congressional candidate, CA Secretary of State Debra Bowen issued the following statement today opposing the proposed House Republican budget which would severely slash Medicare funding and hurt America's senior citizens while giving tax breaks to the very wealthy and special interests.

Said Bowen:

"The budget plan that Rep. Paul Ryan (R-WI) and the House Republicans released this morning would be a disaster for America's seniors.

"Let's be clear: these are not simply 'cuts,' and this is not simply 'reform.' This is fundamentally abolishing Medicare as we know it and replacing it with a voucher system -- one with no cost controls which will force seniors to pay a greater and greater share of their medical bills out of pocket over time.

"While the Ryan Budget is a sweet deal for private health insurance companies and multi-millionaires, it breaks the faith with America's seniors and the tens of millions of working class Americans who have paid into Medicare their whole lives. It should not be passed.

"I've been a fighter against the special interests throughout my career, which is why I received the endorsement of the California Nurses Association/National Nurses United. As a member of Congress, I will continue to fight against misguided policies like the Ryan Budget that attempt to balance the budget solely on the backs of America's seniors, working families, children, and the disabled."

Why I support Debra Bowen

I spend as much time as I can find building the Courage Campaign, a 750,000-member organization dedicated to building a progressive California and to bringing full equality to Americans nationwide. We focus on issues because elected officials can do only so much. And often they disappoint.

Our members determine the areas in which we act. Often times, we win; other times, we keep on fighting. In the course of my work as Chairman of Howard Dean’s presidential campaign in California, in building Courage and with charitable organizations such as Liberty Hill Foundation, I have seen repeateldy that America wins when political leaders stand up for principles. It’s okay to bend a bit to get something done; but to compromise so completely as to void recognition as a “political necessity” leads to disaster. Too few of our leaders understand and/or live by such principles.

Over the past eight years, I have worked closely with Debra Bowen. Time and again, she has stuck to her principles and accomplished heroic deeds. While she was a state senator, we collaborated on initiative reform, a dry and perhaps procedural matter but one which put us in our current mess. Debra understood clearly that the people want and deserve a voice in government, but the initiative process, originally designed to thwart large corporate and moneyed interests, has been turned on its head. She tried to make changes even though it was tough sledding. There's no reform constituency. Debra would not get campaign money from insiders or oil companies for doing the people's business. She just did the work.

As Secretary of State, Debra operated under the principle that democracy thrives when people participate; it collapses when they do not. Therefore, Debra determined to build trust in our state’s voting regime. Palm Beach and butterfly ballots of 2000 or Ohio of 2004 may seem ancient history, but when Debra took office as Secretary of State, many did not trust the vote counting system. As a result, some felt that voting was not worth their while. Debra focused completely on rebuilding that trust by holding public meetings about electronic voting machines, engaging the skeptical public. She banned the use of certain types of machines much to the chagrin of some country registrars. But she showed people that they could trust the system, which improved the level of participation.

Debra is honest. She cares. She works for the people, not for herself or her self-interest. She listens, but she decides. And if she does not agree with you, she’ll tell you. When Debra goes to Congress, I’ll know that she’ll learn, think, consult her conscience and then stick to her principles. She'll never look to the consultant class to tell her how to vote. And she'll never put her political career ahead of her constitutional responsibility. If you want a member of Congress who cares only about her constituents and our country, Debra is the one.

(My endorsement is my own and in no way reflects the views of the Courage Campaign which does not endorse candidates.)

Grassroots Support for Debra Continues to Grow

Torrance – Equality California Political Action Committee (PAC) endorsed Debra Bowen today for the May 17, special election to replace Jane Harman in the 36th Congressional seat. The PAC, which is a sponsored committee of Equality California, cited Bowen’s commitment to full equality for the lesbian, gay, bisexual and transgender (LGBT) community as reason for their backing.

“Equality California PAC only endorses candidates who support full equality for the entire lesbian, gay, bisexual and transgender community, and Debra Bowen has a long track record of standing with our community when we’ve needed her most,” said Jim Carroll, Equality California Interim Executive Director. “We are confident that she will remain a vocal champion for equality in Congress and a committed leader that all Californians can count on.”

Bowen also recently received the backing of California LGBT leaders, former State Senator Sheila Kuehl and State Senator Mark Leno.

"As a member of Congress I will continue to support equality for all Americans regardless of race, religion, sexual orientation or gender identity,” said Bowen. “Americans should not be discriminated against for who they are and I will support bills that provide equality to all citizens including the LGBT community.”

Debra Bowen has a long history of supporting equality for the LGBT community including opposing Proposition 22, voted in favor of AB 849 (Leno) to allow same-sex couples to marry in California, and she co-authored Assembly Joint Resolution 85 (Leno), which opposed any federal legislation that would restrict the rights of same-sex couples, including marriage.

Bowen supports the Employment Non-Discrimination Act, the repeal of the Defense of Marriage Act (DOMA), and strong punishment for those who commit hate crimes against LGBT Americans.

The Equality California PAC is a sponsored committee of EQCA, a nonprofit, nonpartisan, grassroots-based, statewide advocacy organization whose mission is to achieve equality and civil rights of all lesbian, gay, bisexual and transgender (LGBT) Californians. www.eqcapac.org

Since Rep. Jane Harman announced her retirement, there's been a struggle to frame the battle between the top two candidates to replace her: Democrats Janice Hahn and Debra Bowen.

The standard frame would be moderate-vs.-liberal, but good luck finding a genuinely moderate position that either has taken in the last 10 years. That does not mean, however, that there's no difference between them. In fact, they represent two different constituencies within the Democratic Party.

Hahn's base is in labor, while Bowen represents the concerns of more affluent coastal Democrats. Today, the California League of Conservation Voters ratified that interpretation by endorsing Bowen.

"Debra has a much longer record on the environment," said David Allgood, CLCV's Southern California director. "We know her to be a leader that doesn't knuckle under to pressure from special interests."

Allgood said the League had taken note of Hahn's flip-flop-flip on the L.A. oil severance tax. She proposed the tax last fall, before changing her mind and trying to keep it off the ballot. When it went on the ballot anyway, she then supported it. (It narrowly failed.)

"One of the things we considered was the ability of somebody to put their finger in the wind and change positions that quickly," Allgood said. "For her to have one position one day and the opposite position the next -- that was a big concern."

Allgood praised Bowen for opposing energy deregulation in the 1990s, and for her work to make the Playa Vista development more environmentally friendly. During her 14 years in the Legislature, Bowen earned a 96% lifetime score from the CLCV.

Dave Jacobson, a spokesman for Hahn, noted that Hahn had been a leader on the effort to reduce air pollution at the Port of Los Angeles.

"That's one of the most important environmental initiatives we've seen in this region ever," Jacobson said. "She has created green jobs at the same time."

Allgood said that Hahn had hit on the theme of green jobs during the endorsement interview, but, Allgood said, "there's more to the environment than that."
