Secretary McPherson — Come to Thursday’s Hearing!
Today, Debra Bowen called on Secretary of State Bruce McPherson to appear at a hearing she’s chairing Thursday in Menlo Park to discuss the quality and integrity of the testing process for electronic voting systems in California.
Many experts in the field will be taking part in the hearing, including Professor Avi Rubin, Technical Director of the Information Security Institute at Johns Hopkins University, and head of “A Center for Correct, Usable, Reliable, Auditable, and Transparent Elections” (ACCURATE) funded by the National Science Foundation.
But incredibly, Secretary of State Bruce McPherson is siding with Diebold and the other electronic voting machine manufacturers by refusing to appear at Thursday’s hearing or to even send a representative. It seems unbelievable, but it’s true!
The people of California deserve a fair, open, and transparent discussion about what the Secretary of State plans to do to test our voting systems. Secretary of State McPherson, or his top official familiar with the voting machine certification process, should absolutely take part in Thursday’s hearing.

I hope some of the Menlo Park transcript is published here to your website. The more I learn, the more I find there are people with considerable expertise involved in testing machines and verifying programmer aspects. Writing this to you now four days after the Menlo Park event which Sen. Bowen conducted, there is a news item describing UC Berkeley tests on software of the “conditionally recertified” machines and finding bugs but tolerable ones and having set a timeframe for the vendor to repair them. Maybe we would benefit from more daylight on the actual shortcomings and even the relevance of logistics of rollout, while maintaining respect for both vendor proprietary concerns as well as regulatory safeguards to assure integrity by fostering secrecy, truly a difficult nexus. Some states’ voting officials are saying it is pretty late in an election year already to change course, just go with what is in the pipelines and is the most serviceable device known to be the optimum choice now. Though concerns about the government contractor aspect highlight the utility of assuring rigorous legislative and independent test oversight.
